Eligibility to Register to Vote

    1. Voter Eligibility:
      Any Jewish person who will be at least eighteen years of age on the 1st of June 2025, who resides permanently in India, and who did not vote in the Israeli Knesset election held on 1 November 2022 or in an election to the 39th World Zionist Congress in any other country, is eligible to vote in this election.

 

    1. Registration Requirements:
      1. Personal registration is mandatory.
      2. Registration shall require full name, residential address, email, phone number, date of birth, and a statement affirming:
        1. Jewish identity,
        2. Indian Citizen and Permanent resident in India.
        3. Adherence to the Jerusalem Programme.
        4. That the registrant did not vote in the most recent Knesset election or in the elections to the 39th World Zionist Congress in any other country.

 

    1. Voter identification
      1. To complete voter registration, a voter must complete an ID verification process. Accepted forms of ID are those listed by the Indian Electoral Commission such as Aadhar No, Pan Card No, Voter ID card or Ration card.

 

    1. Zionist Shekel:
      A registration fee of Rs100 will apply. This is known as the Zionist Shekel.

 

    1. Data Protection:
      The company handling voter registration will keep data safe in accordance with all applicable laws. For purposes of privacy and data protection, the electoral roll will only be available to view by the members of the AEC.

 

  1. Complaint Resolution:
    Any issues with registration will be referred to the Area Election Committee (AEC) Co-Chairs.

 


Eligibility of Organisations and Slates

 

  1. Organisations Eligible to Run Slates:
  • Only organisations that are members in good standing of the Zionist Federation of India are eligible to run slates.
  • Two or more organisations eligible to run a slate, may run on a joint slate.
  • Outstanding payments due to the Federations must be settled by the 1st April 2025 (two months before the election).
  • New organisations must apply for membership by May 1st 2025. Any organisation that did not have mandates in 2020, will require endorsement/nominations of their slate by at least 50 eligible voters.
  • Endorsements/nominations shall require full name, residential address, email, phone number, and a statement affirming:
    1. Jewish identity,
    2. They are at least 18 years of age
    3. Indian Citizen and Permanent Resident in India,
    4. Adherence to the Jerusalem Programme.

 

    1. Candidate eligibility:
      Subject to any other provision, any resident of a certain election area and registered in its Register of Voters may be a candidate in elections to Congress in that area.

 

  1. Slate Composition Requirements:
  • Slates must submit all candidate details, Letters of Assent, and fees by 1 April 2025.
  • Slates must contain a minimum of 40% female candidates.
  • A minimum of 25% of candidates must be aged 18–35.
  • Final lists of elected delegates must comply by these rules.


Election Process

 

    1. Voter Registration
      Voter registration will take place from the 1st of June to the 10th of June 2025. To complete voter registration, a voter must fulfil the registration requirements and complete an ID verification process. Accepted forms of ID are those listed by the Indian Electoral Commission such as Aadhar No, Pan Card No, Voter ID card or Ration card.

 

    1. Voting Period:
      Voting will take place from 8:00 a.m. Sunday, June 15th – 11.59pm  June  25th. 

 

  1. Voting Methodology:
    • Electors will cast a single vote for a slate of their choice.
    • Votes for slates will determine delegate allocation using the proportional representation method:
    • The slate that receives the largest number of votes will receive the delegate.


Registration and Voting Platform

 

    1. Online Process:
      • Voter registration will take place online via a secure platform managed by an impartial company.
      • Voting will be conducted online via a secure platform and /or paper ballots managed by an impartial elections company.

 

  1. Transparency and Public Access:
    • All registered slates, platforms, and candidate names will be published online.
    • All submissions will be made to the Indian AEC as per the WZC election rules email to aec@zionistfederationofindia.com
